Visitor attractions and multi-site estates: one record across every site

It sounds like you answer for several sites, each with its own system and its own contractor's idea of a report.

At a visitor attraction or across a multi-site estate, the Public Address Voice Alarm (PAVA) and safety sound systems are maintained as one record across indoor and outdoor zones and across every site, so the estates manager can answer for all of them from one report.

What brings an estates manager to this page?

Several sites, each with its own fire alarm contract and its own idea of what a PAVA service is. An insurer's question that one site could answer and the others could not. An outdoor zone nobody is sure any standard covers. A battery quote that looks large. And Martyn's Law: an attraction holding 200–799 people falls in the standard tier of the Terrorism (Protection of Premises) Act 2025, 800 or more in the enhanced tier, with commencement expected in spring 2027 and no date set (SIA update, 11 September 2026). What the Act asks of venues.

Which standards apply to an attraction or an estate?

The connection to fire detection decides, not the building or the weather. A system triggered by fire detection follows BS 5839-8:2023. Emergency broadcast independent of fire detection, which site-wide safety sound across an outdoor attraction can be, follows BS EN 50849:2017, a specification whose provisions are requirements. So an outdoor zone doesn't fall between the two, even if it can feel that way.

BS 5839-8 also places duties on the estate itself. A single named member of premises management supervises the system and keeps its documentation (BS 5839-8:2023, Clause 42); the premises test it weekly and record the result in the logbook (Clauses 39 and 43); the maintainer services it at intervals not exceeding six months (Clause 40.1) and, annually, measures every loudspeaker circuit impedance against the previous year's (Clause 40.2). If the logbook has no weekly tests in it, that is the first finding, before any technician opens a panel, and one of the easiest to put right.

For the finance approver: the standby battery should run the system for 24 h and then broadcast the evacuate message in every alarm zone for 30 min (Clause 25.3.5). Your next voice alarm battery quote should be smaller than your last. Check it, with the working shown, in the battery calculator.

What does a maintenance visit have to prove across several sites?

The same thing at every site, in the same form, so the reports compare. The first round of visits sets the baseline: every circuit is measured within the first year on Recommended and Comprehensive, and every loudspeaker is photographed and logged with its location where access permits. From then on, every reading has one to compare against.

At the smaller sites, Essential is functional checks. Essential does not meet the recommendations of BS 5839-8:2023. It covers the faults most likely to stop the system working, or to fail when it is needed. The report says which site is on which level, so no site is signed off as compliant that was never measured. It does not have to happen in one year. A compliance roadmap phases the work across budget cycles, and each phase stays valid.

What your facilities manager can say to the board. We appointed an ISO 9001 certified PAVA specialist who tests the loudspeaker circuits, not just the panel. Every fault they find is recorded with its risk level and a recommended action.

Where this has been done

Drusillas Zoo Park. Site-wide safety sound system using Bosch Praesensa: centralised PA with supervised zones, building the technical foundation for progressive BS 5839-8 compliance across a mixed indoor-outdoor visitor attraction. Each area and ride has its own local sound system. In the first phase, now complete, those systems were linked over the park's own data network with a Dante audio network layer, so each still works on its own and the park can also broadcast entertainment, information and safety messages site-wide; the same layer carries advertising, which gives Drusillas a new revenue stream. A proposed second phase would improve the resilience of the local systems so that emergency communication moves towards compliance.

Which service does an estate need first?

One maintenance contract across every site, so the records compare: see the three maintenance levels. The phases of a compliance roadmap are upgrades and additions.
